>![]() The Conchi Cabreras Flamenco Ballet School provided a spectacular beginning to the HYDRO 2007 Opening Ceremony on 15 October. Nearly 1100 participants from 74 countries assembled in Granada for the HYDRO 2007 three-day Conference and Exhibition, which had the theme 'New Approaches for a New Era'. Alison Bartle of Aqua-Media International welcomed delegates; she noted that many long-awaited schemes in Africa, Asia and Latin America now moving ahead; new planning approaches, rigorous environmental studies and improved communications with stakeholders had brought about this 'new era'.. ![]() F. Tapia, Chairman of the Confederacion Hidrografica del Guadalquivir (the largest river basin authority under the auspices of the Ministerio del Medio Ambiente), declared the Conference open. ![]() J. Yagüe, Assistant Director of Water at Ministerio del Medio Ambiente discussed Spain's programme for water resources development, referring to the importance of environmental protection. ![]() Prof Luis Berga, President of ICOLD and SPANCOLD, spoke about the importance of dams and hydropower for social and economic development. ![]() Sandy Tickodri-Togboa, Chairman of the Uganda Electricity Generation Company (centre), with Mrs Edith Nathkunda-Togboa, during the HYDRO 2007 Welcome Reception at Carmen de los Martires. Adama Nombre, ICOLD Vice President from Burkina Faso, gave a keynote address on capacity building needs in the less developed countries; he was also co-moderator for a plenary debate on this subject. A large delegation attended HYDRO 2007 from his country. Dr Lam Du Son, Vice President of EVN, Vietnam, outlined his country's plans for hydro development over the next 20 years. He will be co-host at H&D's ASIA 2008 Symposium taking place in Danang on 10 and 11 March next year. ![]() Dr Marcio Zimmermann, Secretary of State, Energy Planning & Development from Brazil's Ministry of Mines and Energy, spoke of the important role of hydro in Brazil, and described the major Rio Madeira development now going ahead. ![]() Alessandro Palmieri, Lead Dam Specialist at the World Bank, and Elsia Paz, Director of INVERSA, Honduras, co-chaired a session on responsible planning. It was stressed that stakeholder involvement must be real and not ritual. Palmieri also gave a keynote in the opening session on the World Bank's Clean Energy Framework. ![]() K. Guilavogui of the Ministère de l'Hydraulique et de l'Energie, Republic of Guinea, described his country's vast hydro potential, and the role hydropower could play in meeting regional power needs. ![]() R. Kazhiakhmetov of RusHydro gave details of the enormous hydro potential and development plans in the Russian Federation. ![]() Judith Plummer of the World Bank, and UK Consultant Chris Head, were co-moderators leading discussions in the inter-active Finance Clinic. Other panellists wre Juan Alario of the European Investment Bank, and Jean-Michel Devernay of EDF, France. ![]() S.K. Garg, Chairmen of NHPC India, gave an overview of India's hydropower development plans, during the plenary session on activities, needs, challenges and plans. ![]() A lively debate on climate change reviewed the state of the art of scientific research, from several view points, and looked at the implications for water and energy infrastructure. Co-Moderators were Dr Elizabeth Monosowski and Jonathan Glass, and panellists represented Environment Canada, UNESCO-IHA, the World Bank, the Norwegian Government, and NZ Consultant, Bryan Leyland. ![]() C.V.J. Varma, President of the Council of Power Utilities, India, puts a question to the panel in the Finance Session. ![]() Researchers and manufacturers of turbines and instrumentation systems took part in the Second Workshop on Turbine Flow Measurement took place during HYDRO 2007, and was chaired by Prof Staubli of Switzerland. ![]() Prof Maria Antonieta Gomez Balandra co-chaired the session on Environment, where a number of innovative case studies were presented, and new approaches to fish protection were discussed.
