Phase II programme management of the Lesotho Highlands Water Project

The Lesotho Highlands Water Project is a multi phase project to provide water to the Gauteng region of South Africa, and to generate hydroelectricity for Lesotho. The project entails harnessing the waters of the Senqu (Orange) river and its tributaries in the Lesotho highlands through the construction of a series of dams, tunnels and associated infrastructure. Phase I was inaugurated in 2004. The implementation of Phase II is now underway, and this paper gives an overview of the project structure, the implementation plan, programme management approach and current progress.
