Promoting enabling mechanisms for transboundary impact assessments

As the hydropower industry continues to flourish in the Mekong region of Asia, the individual and cumulative impacts become increasingly challenging to address. In the downstream countries in particular, concern is on the rise that negative externalities of developments may be experienced across international borders. This paper addresses what steps can be taken to promote full assessment of trans-boundary impacts and identifies key organizations to facilitate the required processes.
