Bids invited to equip Upper Cisokan pumped-storage project in Indonesia

Indonesia’s state-owned, vertically-integrated power utility, PT Perusahaan Listrik Negara (PT PLN) has launched a two-envelope bidding process without prequalification for the design, supply, installation, testing and commissioning of pump-turbines, generator-motors and auxiliary equipment for the 1040 MW Upper Cisokan pumped-storage hydropower project, which is under construction in the West Java province. Bids are invited by 10 July.

The project is the country’s first pumped-storage hydroelectric facility. The contract is being jointly financed by the World Bank and the Asian Infrastructure Investment Bank.

The Contract for Package 2 includes the design, manufacturing, painting, supply, shop testing, packing, delivery to the site, custom clearance, offloading at the site, storage at site, erection, on-site testing, commissioning, completion, training, setting to work and maintenance of plant in accordance with the employer’s requirement for the following major equipment: (a) Package 2 Portion 1 – Pump-turbine and auxiliary equipment: Four sets of pump turbines, governor system, main inlet valves, unit auxiliary equipment, station auxiliary equipment; (b) Package 2 Portion 2 – Generator-motor and auxiliary equipment: Generator-Motor (two fixed speed units and two variable speed units), excitation system, motor starting equipment, main connections, neutral earthing and generator-motor switchgear equipment, transformers, 500 kV power cables, switchyard and cable terminal yard, medium voltage switchgear, low voltage switchgear, emergency diesel equipment, DC supplies systems, protection equipment, control, instrumentation and communications, ancillary cabling, and 20 kV distribution line, and (c) Package 2 Portion 3 – Powerhouse travelling crane.

The time for completion of the facilities under this package is 1575 days. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers Fifth Edition September 2023 and is open to all eligible bidders as defined.

To obtain a complete set of the bidding documents, interested eligible bidders should submit a written demand to the address below and pay a non-refundable fee of IDR 22.2 million including VAT of 11 per cent by bank transfer to the account of PT PLN (Persero), account number 6000666760 held at PT Bank Negara Indonesia (Persero) Tbk. Upon payment of the fee, bidders should register to obtain a soft copy of the bid documents with the submission of a copy of the bidder’s Taxpayer Identification Number from their home country or Nomor Pokok Wajib Pajak (NPWP) for Indonesian taxpayers, as well as a copy of proof of payment. Upon receipt of the above documents, a complete set of bidding documents will be transferred via email. All bids must be accompanied by a bid security of US$ 6 million.

Bids must be delivered to the address below on or before 15.00 Western Indonesian Standard Time (WIST) on 10 July. Electronic bidding will not be permitted. The outer bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the bidders’ designated representatives, at the address below at 15.15 WIST on 10 July.
