Bids sought to equip four small projects in Gilgit-Baltistan

The Water and Power Department of the Government of Pakistan's northwestern province of Gilgit-Baltistan invites bids by 14 June for the supply and Installation of electro-mechanical equipment for four small hydropower plants. The procurement of equipment and installation services for the 1 MW Chalt, 1.5 MW Hassanabad, 2 MW Sumayar and 2 MW Batura projects located in the Hunza and Nagar Districts of Gilgit-Baltistan are being financed by Germany's state development bank KfW under the Development of Hydropower and Renewable Energy II (HRE II) programme.

The implementation of HRE-II in Gilgit-Baltistan will contribute to the provision of electricity for the population of Hunza and Nagar through utilization of its abundant water resources, which will improve living standards and livelihoods of the local population and the region. KfW provided grant assistance of €12.5 million under an agreement signed in December 2019 to the Government of Gilgit-Baltistan and Agha Khan Rural Support programme. The hydropower component is being implemented by the Water & Power Department of the Government of Gilgit-Baltistan, while the biodiversity component will be implemented by the Agha Khan Rural Support Programme.

The contracts include the supply, Installation and commissioning of a total of eight generation units (four 1000 kW units, two 750 kW units and two 500 kW units) comprising two Francis and six Pelton turbines, including generator, governor, exciter, main inlet valve, control and protection equipment as well as SCADA, switchgears, transformers, powerhouse cranes, one excavator, tools and spare parts, and provision of operator training. Delivery of equipment for the Chalt and Hassanabad plants is expected by the middle of 2023 while delivery of equipment for Sumayar and Batura is expected by the beginning of 2025. Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in KfW’s Procurement Guidelines. The bid language is English. Bids are to be submitted to the Chief Engineer of the Water and Power Department Gilgit Baltistan (WPDGB) at the below address in one original, two hard copies and one soft copy in a single sealed envelope containing the qualification documents, the technical and the financial bids. Technical and financial bids should be submitted in separate envelopes. Bid validity is 120 days and bid security is €60,000. After-sales services shall be provided through a local agent.
