Consultancy services sought for Masang-2 in Indonesia

Indonesia's state-owned, vertically-integrated power utility, PT Perusahaan Listrik Negara (PLN) invites prequalification bids by 20 October from qualified independent consultants to assist with the development of the 44 MW Masang-2 hydropower project on the western island of Sumatra.

PT PLN seeks the services of a consultant to prepare detailed design, tender documents, and supervise construction of the proposed run-of-river project on the upper course of the river Masang in Agam Regency (Kabupaten), in the province of West Sumatra. The contracted consultancy services will be co-financed by PT PLN and the Agence Française de Développement (AFD).

The proposed project will consist of the following features: (i) Weir with a height of 20.5 m and width of 56.5 m and length of 23.35 m; (ii) A surface powerhouse – 18 m-wide and 58 m-long; (iii) A headrace tunnel with a length of 4491 m and diameter of 3.4 m; (iv) Dam embankment – Rockfill with clay core with height of 46 m and crest length of 210 m; (v) Connection culvert. 3.65 m box culvert with a length of 878 m; (vi) Connection tunnel with diameter of 3.65 m and length of 1677 m; (vii) A 150 kV, 38 km-long transmission line and (viii) Asphalt access roads totalling 25.2 km in length.

The project implementation consultant services are divided into three stages. The first stage will require an update of the existing feasibility study, which was carried out in 2016-2017. Certain project parameters may have changed in the intervening years, such as hydrological conditions, geological/geotechnical conditions, catchment land use, technologies, design requirements and so forth. The consultant will therefore be required to update relevant data, review and update existing studies and documents, determine the required additional investigations, prepare an inception report, carry out additional investigations and prepare a comprehensive risk assessment.

The second stage will cover project preparation including: (a) Development of detailed design, (b) Development of tender documents; (c) Execution of tender process and being the leader throughout the contract negotiation and contract award process (supported by PLN). The third stage of project implementation will entail the services of supervision of the contractor during design, construction and commissioning up to the Taking Over Certificate (TOC) and Commercial Operation Date (COD) and during initial operation up to the award of the Final Acceptance Certificate (FAC).

PT PLN (Persero) will refer to AFD procurement guidelines to procure these services. Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr.

PT PLN will shortlist a maximum of six applicants to whom the Request for Proposals to carry out the services shall be sent.
