Deadline approaching: Consulting services sought for Tamakoshi V, Nepal

The run-of-river project, which will cost an estimated US$ 165 million, is to be financed by a sovereign-backed loan of US$ 112 million from the Asian Infrastructure Investment Bank (AIIB) and counterpart funds from the Government of Nepal.

Tamakoshi Jalvidyut Company (TKJVC), a wholly owned subsidiary of the Nepal Electricity Authority (NEA), has extended expressions of interest until 23 May from consultancy firms to assist with the preparation of the 101 MW Tamakoshi V hydroelectric project in the Central Development Region of Nepal.

The consulting services include providing an independent study and to carry out the Free, Prior and Informed Consultation (FPICon) Process in consultation with TKJVC, AIIB, consultants, Indigenous People representatives and other relevant stakeholders, according to a tender notice published on AIIB’s website on 25 March.

The assignment should be completed within nine months from contract signature. The detailed terms of reference and other related documents for this assignment are available at www.nea.org.np. The consulting firm is expected to have a knowledge and experience in the design and implementation of FPICon process in line with AIIB requirements. It is also expected to have worked on development projects with the public and private sectors, have knowledge of and work experience with international and national Indigenous Peoples’ policies and/or the social and environmental standards of the multilateral development banks. Working experience with representative organizations of Indigenous Peoples and/or federations of Indigenous Peoples with mandate, role and responsibility to work on IP issues is preferred. Bidders should also have a track record of working on such issues in a gender and inter-generationally inclusive manner.

Consultants may associate with other firms to enhance their qualifications, but should indicate whether the association is in the form of a joint venture and/or a subconsultancy. A consultant will be selected in accordance with the quality- and cost-based selection method set out in the Procurement Instructions. Expressions of interest must be delivered as one original set and one duplicate (one hardcopy and another on a USB drive) by courier or in person.
