WAPDA seeks consultant for 300 MW floating solar PV in Pakistan

Pakistan's Water and Power Development Authority (WAPDA) invites expressions of interest by 20 April from eligible consulting firms for project supervision services for a planned 300 MW floating solar PV (FPV) project at the Tarbela-Ghazi-Barotha Complex. The project comprises a 150 MW FPV plant on the reservoir impounded by the Ghazi Barrage, Haripur District, Khyber Pakhtunkhwa, and a 150 MW FPV plant in the Attock District in Punjab. The construction of the FPV plants and the consultant services will be proposed for credit/loan financing by the World Bank. The project would be implemented by WAPDA, who is also the owner of these water bodies.

The scope of the services is likely to include: (i) Review of preparatory studies, preparation of tender-stage design and specifications, and preparation of bidding documents using World Bank Standard Bidding Documents, and support to WAPDA in the procurement of Design, Supply, and Installation contracts for the plants; (ii) Construction supervision, project management, and contract management; and (iii) Capacity building and preparation of future projects. The consulting services are expected to start in September 2022 for a period of 40 months.

The interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services including at least 15 years of experience in designing or supervising infrastructure projects in multiple countries; Design review and construction supervision of at least two solar projects, each of size exceeding 50 MW, since 1 January 2015; Design, or design review, or construction supervision of infrastructure projects in water bodies. Cumulative capital investment in such projects should exceed US$1 billion. Bidders should also have management capacity to undertake the design, design review, construction supervision, and contract management of power generation plants; the preparation, review, and supervision of environment and social assessments and of Occupational Health and Safety Plans (OHS). A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations with ratio of 80:20. The contract will be time based.
