EOIs sought from EPC contractors to build Tététou in Togo

Expressions of interest should be submitted by 30 November, according to a tender noticed published on the EU’s procurement website.

Néo Themis, a Sub-Saharan Africa-focused independent renewable power producer backed by private equity firm Denham Capital, seeks to engage an experienced Engineering, Procurement and Construction (EPC) contractor to design and build the 50 MW Tététou hydropower project on the Mono river in the southern Plateaux Region of Togo.

The baseload scheme, which is to be developed as an independent power producer project in partnership with the Ministry of Energy and Mines and the Togolese Agency for Rural Electrification and Renewable Energies (AT2ER), will be financed by regional and/or international financial institutions, according to the tender notice. Its local subsidiary Néo Themis Togo will enter into a power purchase contract with the state utility Compagnie Energie Electrique du Togo and a concession contract with the Togolese State, the developer added. Néo Themis entered into a joint development agreement in October 2019 with the Ministry of Mines and Energy for the Tététou plant, which will be located about 40 km to the northeast of the town of Notsé.

The project, which was identified as the most competitive site to reduce the cost of the energy mix in the country by a multi-criteria analysis, will, according to preliminary designs, comprise two cascading dams equipped with gated spillways and a powerhouse equipped with Kaplan turbines with an installed capacity of about 50 MW that will generate average annual output of around 172 GWh, equivalent to the electricity supply of around 800 000 local inhabitants. It also includes associated infrastructure for site access and energy evacuation. The project will contribute to addressing Togo’s vulnerability to imports, which account for 40 per cent of the energy injected into the grid, as well as delivering an estimated saving of 127.3 tons of CO2 emissions per day.

The project is designed to minimize the environmental and social impact while preserving its economic contribution and will be implemented in line with national legislation and international standards, including IFC performance standards, ADB operational safeguards and EIB standards.
