The deadline for submission of both techno-commercial and price bids is 27 January 2026. Tendering for Package II will be carried out through the Central Public Procurement Portal under a single stage, two envelope bidding system. The estimated contract cost is INR 15.887 billion (US$ 176.14 million) including Goods and Services Tax (GST), and the total construction period is 31.5 months.
The scope of work includes construction of five circular diversion tunnels with an excavated diameter of 16.5 m and a finished diameter of 14.4 m each, a 32.7 m-high upstream coffer dam and a 21 m-high downstream coffer dam, including diaphragm cutoff walls and temporary dykes, installation of ten vertical lift, fixed wheel diversion tunnel gates, and construction of an 8 m-diameter road tunnel with a length of 1837 m on the right bank of the river.
A pre-bid conference is to be held on 12 January at 11:00 hours at THDC India, Civil Design Department, Rishikesh.
To qualify, bidders must demonstrate strong technical experience in hydropower or major infrastructure projects, including experience in dam construction, tunneling through drill and blast method, and execution of hydro mechanical gate works. Only Class I local suppliers as defined under the Public Procurement Preference to Make in India policy are eligible to participate. The project is open to single entities or joint ventures, subject to strict compliance with technical and financial criteria. Joint ventures are limited to two partners with the lead partner holding a minimum 50 per cent share. Full qualifying criteria can be viewed in the tender notice on THDC India’s procurement page.
