India’s SECI invites bids for 1 GW of pumped storage

Solar Energy Corporation of India (SECI), a public sector company of the Indian government under the administrative control of the Ministry of New & Renewable Energy (MNRE), has opened bidding under a tariff-based competitive bidding procedure for up to 1 GW and 8 GWh of pumped storage capacity across the country.

Bids are invited from qualified bidders by 9 February, aimed at providing large-scale, on-demand energy storage services to power distributors and other buyers under long-term contracts. Bidders may quote a minimum cumulative capacity of 100 MW/800 MWh and a maximum of 1 GW/8 GWh, with all projects designed for eight hours of storage. Developers with existing or under-construction pumped storage projects and untied capacity are also eligible, with provisions for extended power purchase agreement (PPAs) tenures.

The projects will be implemented under a build-own-operate (BOO) model and connected to the grid and its inter-state transmission system (ISTS). Developers will be responsible for installing, operating and maintaining the pumped storage capacity to enable buying entities to charge and discharge the systems on an on-demand basis. Under the tender conditions, developers must make the facilities available for up to two full operational charge–discharge cycles per day. In addition, developers must guarantee a minimum annual system availability of 90 per cent across the entire project capacity. Selected developers will also be responsible for land identification, project installation, ownership, grid connectivity and obtaining all statutory approvals.

SECI will act as an intermediary nodal agency for the use of the energy storage facilities and for coordinating the charging and discharging of pumped storage plants in line with agreements with project developers and buying entities such as Discos. It will enter into long-term PPAs with successful bidders, with 100 per cent of the contracted capacity to be off-taken by the identified buying entities.
