Using monitoring programmes to manage dam safety risks

The Arthur V. Watkins dam nearly failed in 2006 as a result of seepage flow through foundation soils that exited into an open drainage channel located about 40 m downstream of the dam. Foundation seepage eroded a large quantity of material along the seepage path, and only a rapid emergency response prevented dam failure. This article explores appropriate dam monitoring solutions to mitigate dam safety issues and concerns.
