Bids were originally requested by 14 May (to see article published on 30 March 2026 click here). The last date for submission of bids has now been extended to on or before 1100 hours on 16 June 2026.
The high head, peaking run-of-river project is to be built on the river Hunza, 27 km upstream of Aliabad, 130 km from Gilgit and 740 km northeast of Islamabad. It will make use of the Attabad Lake, a 14 km-long reservoir, which was created by a massive rockfall in January 2010 that blocked the river Hunza, and filled the upstream valley. The main components of the project are a 4 m-high flexible/rigid overflow structure, with a crest length of 60 m, a sediment flushing tunnel, a 2320 m-long, 5.5 m-diameter headrace tunnel, surge tank, a 480 m-long, 3.6 m-diameter penstock, a surface powerhouse to be equipped with three vertical Francis turbines, a tailrace channel and switchyard. The project is designed to generate average annual output of about 374 GWh from a gross head of 112 m.
The bidding process will be conducted through International Competitive Bidding (ICB) on a Single Stage Two Envelope Bidding Procedure, as specified in Public Procurement Regulation Authority (PPRA)’s Rules-2004 (updated) and Pakistan Engineering Council (PEC)’s by-laws. Foreign bidders (from Countries having diplomatic relations with the Islamic Republic of Pakistan) are entitled to participate in the bidding process only in Joint Ventures with Pakistani contractors who are registered with Income Tax and Sales Tax Departments and are on the Active Taxpayers List of the Federal Board of Revenue (FBR) and registered with the Pakistan Engineering Council (PEC). In the case of a Joint Venture (JV), it is required that only the Lead Partner in the Joint Venture shall hold a valid C-A category License, while the other JV member(s) shall meet the requirements corresponding to their respective share(s) in the Joint Venture).
E-Proposals/bidding documents, containing detailed terms and conditions, method of procurement, procedure for submission of bids/proposals, bid/proposal security, bids/proposals validity, opening of bids/proposals, evaluation criteria, clarification/rejection of bids/proposals, performance guarantee etc. are available for registered bidders/proposers on Pakistan’s electronic procurement platform, E-Pak Acquisition & Disposal System (EPADS) v2.0 at: www.vendors.epads.gov.pk.
Electronic bids prepared in accordance with the instructions provided in the bidding document, shall be submitted using EPADS v2.0 on or before 11 hours local time on 16 June 2026.
