The rehabilitation of the plant, which was commissioned in 1979, shall be contracted under a single Engineering, Procurement and Construction (EPC) contract. The EPC contract shall be governed by FIDIC’s “Conditions of Contract for Plant and Design-Build Contract” First Edition 1999 (FIDIC Yellow Book), as adapted by the contract documents. A prequalification procedure for this contract has already been carried out. The present notice concerns the bidding stage. The Invitation for Bids are issued to the already prequalified firms. This publication does not reopen the prequalification process.
The objective of the project, which is to be grant financed by Kreditanstalt für Wiederaufbau (KfW) on behalf of the Government of Germany, is to maintain the generation and pumping potential of Bosnia-Herzegovina’s sole pumped-storage station for at least 15 years and to increase its reliability and availability, with special emphasis on providing auxiliary services to the electricity system and on balancing new renewable sources. The EPC contract shall include the design, supply, installation, testing and commissioning of all required works for the rehabilitation and modernization of the plant. The project objectives include the replacement of control systems, turbine regulation systems, AC and DC auxiliary power supply systems, electric-mechanical indicators, measuring transducers, actuators and pipelines, as well as replacement of transformers for the pumped-storage station’s own consumption.
The tender process is subject to KfW’s “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries”.
