Bids sought to supply FPV project in Tuvalu

The Tuvalu Electricity Corporation (TEC), the state utility serving the island state in the South Pacific, invites sealed bids from eligible bidders by 27 February for the design, supply, installation, testing and commissioning of a Floating PV plant with 12-month O&M for the installed facilities.

The scope of works is split into two contracts, which are to be financed by the Asian Development Bank (ADB) toward the cost of Increasing Access to Renewable Energy Project under the Pacific Renewable Energy Investment Facility (PREIF). Contract No. 1 covers a design-build contract of the FPV project and other items based on the requirements of TEC.

The design, supply, installation and commissioning provided under Contract No. 1 shall be completed within 15 months from the date of contract effectiveness. Contract No. 2 is a bespoke contract defining the parties’ obligations for the operation and maintenance of the facilities under contract No. 1 for a period of 12 months following their operational acceptance.

Open competitive bidding will be conducted in accordance with ADB’s Single-Stage, Two-Envelope bidding procedure and is open to all bidders from eligible source countries of ADB as described in the bidding document. A remote pre-bid meeting will take place at 10:00 hours (Funafuti time) on 21 January 2026.  An MS Teams link shall be provided. A site visit conducted by the employer shall be organized.
