CFE, Mexico, plans a US$8.5 billion grid upgrade

Mexico’s state-owned utility, CFE, plans to raise funds in international capital markets to help finance US$ 8.5 billion of investments to modernize and expand the country’s aging transmission network, it was announced in April.

CFE uses CFE Fibra E to finance investments in transmission and distribution. Private investors hold 75 per cent of the entity, while CFE owns the remaining 25 per cent. CFE Capital manages the trust.

In September 2025, CFE Fibra E completed its first international secu- rities offering, a US$ 725 million bond issue. The offering was oversubscribed by nearly 10 times, with 240 investors from 32 countries participating.

The International Finance Corporation invested US$ 75 million in the inau- gural placement.

While CFE has a monopoly on trans- mission and distribution, it is increas- inglyopentousingprivatecapitaltofund itsprojects.Includingnewpowerplants, the company’s total expansion plan for 2025-2030willcostUS$28.2 billion.
