Consultancy services sought for Nyimur Irrigation Scheme in Uganda

The Ministry of Water and Environment (MWE) of Uganda invites expressions of interest by 11 May from eligible consulting firms to providing consultancy services for the Comprehensive Review and Finalization of the Detailed Design for the Nyimur Irrigation Scheme in Lamwo District.

The contracted services are to be financed by the World Bank within the framework of the Irrigation for Climate Resilience Project (ICRP). The project as defined in the Feasibility Study (2017) and Detailed Design (2019) comprises of a 26 m-high earthfill dam with a crest length of approximately 803.5 m across the river Nyimur.

The dam is designed to be complemented by a free-flow ogee-crested spillway located on the left bank, designed to safely discharge a Probable Maximum Flood (PMF) of 1415 m³/s corresponding to a 10 000-year return period.

Additional components include a control building, a gravity-fed irrigation network covering a net area of approximately 2900 hectares, and a drainage system consisting of primary and secondary canals to safely convey excess irrigation and stormwater runoff back to the natural hydrographic network.

The overall development objectives of the Nyimur Irrigation Scheme are to irrigate approximately 2900 hectares of agricultural land, increase crop yields and cropping intensity, expand irrigated agriculture to benefit local farming households, and strengthen resilience to climate variability. The project is also intended to improve rural incomes and promote broader economic growth in the district.

The consultant will be required to critically review, update, and finalize the aforementioned feasibility study and detailed design. This will involve a comprehensive verification of all prior data and assumptions, followed by the necessary additional investigations and analyses to produce a revised, bankable detailed design report and tender ready documents that meet current World Bank standards and safeguard policies. The specific objective of the assignment are to:

  1. Confirm that the project remains technically, economically, financially, socially and environmentally viable before proceeding to the updated Detailed Design and investment commitment;
  2. Verify that the existing design complies with all relevant national and international technical standards, codes and best practices (for example. dam safety, hydraulic structures);
  3. Assess the structural integrity and safety of the dam under all normal and extreme loading conditions (for example, updated PMF, seismic events);
  4. Update all fundamental studies (hydrology, sediment, geotechnical, agronomic assessments) using the latest available data and climate change projections;
  5. Identify and incorporate value engineering opportunities to optimize project costs without compromising quality or safety;
  6. Ensure the updated design fully incorporates all environmental and social safeguard measures and commitments; and
  7. Produce a complete set of final detailed engineering designs, drawings, technical specifications and bidding documents suitable for international competitive bidding.

The implementation period of the assignment is 12 calendar months.

The detailed Terms of Reference (TOR) for the assignment can be accessed at by clicking here.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ November 2020 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services, setting forth the World Bank’s policy on conflict of interest). Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the World Bank Procurement Regulations for IPF Borrower’ November 2020.
