The consultancy services are tendered as two separate contracts. Expressions of interest are invited by 16 September from eligible consulting firms for both the contract for the Doma and Galala dams (Reference No. FMWR&S/SPIN/QCBS/CS/2026/19A) and for the Kampe Omi Dam and Duku-Lade Wier (Ref No. FMWR&S/SPIN/QCBS/CS/2026/19B). The consultancy services are to be financed with a credit from the World Bank’s International Development Association (IDA).
The SPIN project is designed to strengthen dam safety and improve the management of water resources for hydropower, irrigation, flood management and climate resilience in selected areas of Nigeria. The Federal Government of Nigeria is undertaking the rehabilitation and safety improvement of selected federal dams and associated hydraulic appurtenances, including detailed engineering design, preparation of rehabilitation measures, and construction supervision services to enhance structural integrity, operational reliability, and long-term climate resilience.
The overall objective of the two separate assignments is to undertake design review, producing the design and engineering drawings, technical specifications, works requirements, the bill of quantities and construction supervision for the rehabilitation of Doma and Galala dams and associated appurtenances and for the rehabilitation of Kampe Omi and Duku-Lade Wier and associated hydraulic appurtenances. The consultant shall review and utilize the findings, conclusions and recommendations of the Dam Safety Review Panel of Experts’ Dam Safety Assessment Reports as the technical basis for the assignment. The implementation period shall be 18 months, comprising six months for the design phase and 12 months for the construction supervision phase, commencing from the date the contract becomes effective.

Consultants will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, 7th Edition (September 2025) and open to all eligible firms as defined therein. Consultants may associate with other firms in the form of a Consortium/Joint Venture to enhance their qualifications and should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
