Consulting services sought for Kishanganga-II in J&K

Jammu & Kashmir Power Development Corporation (JKPDC), the state power utility serving the northern Indian state of Jammu and Kashmir, invites online bids by 16 March from experienced consultants to assist with the preparation of the 40 MW Kishanganga-II hydropower project.

The scope of services comprises: (i) Preparation of a Detailed Project Report (DPR) as per guidelines from the Central Electricity Agency (CEA), Central Water Commission (CWC), Geological Survey of India (GSI), Ministry of New and Renewable Energy (MNRE) and Alternate Hydro Energy Centre, including carrying out all requisite site investigations; (ii) Provision of assistance to JKPDC in obtaining all necessary clearances, including techno-economic clearance from CEA, from respective authorities; (iii) Preparation of detailed tender documents including pre-qualification criteria as per guidelines issued by Ministry of Finance/CVC and recommendations of CEA/ CWC, as well as detailed technical specifications and employer’s requirement for engagement of a contractor either on two packages (Civil/Hydro mechanical and Electro Mechanical) with interfacing among contractors or single package based on FIDIC Yellow Book; (iv) Providing assistance during bidding process for selection of a contractor including pre-bid conference, preparation of pre-bid replies, evaluation of technical bids, preparation and submission of technical bid evaluation report, evaluation of price bids and submission of price bid evaluation report and all related activities till final award of the contracts to the successful bidders for construction of the project and (v) Represent JKPDC before statutory bodies as and when required. The assignment shall be implemented in two phases. Phase I comprises all activities pertaining to the preparation of the DPR including obtaining clearances from statutory bodies. Phase II pertains to the preparation of tender document for selection of contractor up to the signing of a contract between JKPDC and the contractor for implementation of the project.

The bidder must be a registered company under the Companies Act or a registered firm for providing consultancy services in the field of hydroelectric projects. Only foreign firms who have registered offices within India can participate. Joint Ventures/Consortia shall not be considered. A pre-bid meeting will be held on 27 January, with online bid submission to start from 14 February. Bids have to be submitted online with a valid Digital Signature Certificate (DSC) on the e-procurement portal at www.jktenders.gov.in. Bidder must also submit a hard copy of the submitted online bid by 18 March. All tender documents are available for download from the e-tendering portal of the J&K Government at www.jktenders.gov.in.
