Consulting services sought for Ruzizi III

Prequalification applications are sought for assistance with the development of the Ruzizi III scheme, on the border of DRC and Rwanda.

Energie des Grands Lacs (EGL), an international organization formed under the auspices of the Communauté Economique des Pays des Grands Lacs (CEPGL), invites prequalification applications by 26 November from qualified international consultants to assist with the development of the Ruzizi III hydropower plant on the Ruzizi river, which forms the border between the Democratic Republic of Congo and Rwanda.

The 147 MW run-of-river project will be financed, built and operated by a consortium in a public-private partnership (PPP) under a 25-year concession. The capacity of, and energy generated by, Ruzizi III will be purchased by the national utilities of Burundi, the Democratic Republic of Congo, and Rwanda – Régie de Production et Distribution d’Eau et d’Electricité of Burundi (REGIDESO), Société Nationale d’Electricité of the Democratic Republic of Congo (SNEL), and Energy and Water Sanitation Authority of Rwanda (EWSA) – under a long-term power purchase agreement.

The objective of the consultants mandate is to support EGL, the three states and the offtakers during the implementation of the various development phases of the project on technical, legal, financial, environmental and commercial matters. These advisory services will be financed by a special grant provided by the German Federal Ministry for Economic Cooperation and Development and the EU-Africa Infrastructure Trust Fund. It is foreseen to assign the services to an internationally experienced consulting firm or joint venture that has experience with similar tasks in the hydropower sector and the region, with minimum annual revenues of €4 million for the lead consultant. The consultant is encouraged to collaborate with consulting firms and/or individual consultants, as well as specialized experts if deemed necessary, to reinforce the required local, institutional, technical, legal, financial, commercial and environmental competence.

The selection of the consultant will be guided by the latest version of the “Guidelines for Assignment of Consultants in Financial Cooperation with Partner Countries” (visit homepage of KfW, Business Area Development Bank).
