The expansion of the 88 MW Mt. Coffee Hydropower Plant, which is to be co-financed by the World Bank toward the cost of the Regional Emergency Solar Power Intervention Project (RESPITE), will increase the capacity of the station, located about 30 km from Monrovia, by 42 MW through the addition of four 10.5 MW Z-type Kaplan vertical turbines, and extension of the existing powerhouse and associated civil works without altering the dam or intake structures, whilst ensuring continuous operation of the existing units.
Package 1 includes the following: Civil Works for the Mt. Coffee Hydropower Plant Extension will include: (i) Powerhouse Extension – new wing and erection bay, mirroring existing design with minor adjustments; (ii) Water Intake Adaptation – preparation for new penstocks installation; removal of concrete plugs and rockfill; (iii) Tailrace Channel Works – dredging or excavating floor to lower tailwater levels; (iv) Workshop & Warehouse; (v) Site Restoration – rehabilitation of disturbed areas post-construction; (vi) civil works for the MCHPP switchyard extension, and (vi) Road Works – surfacing of a 10.5 km access road to the site. It is expected that the Request for Bids will be launched in April 2026. The contract for the hydro-electrical and hydro-mechanical works (Package 2) for the extension project will be tendered separately.
Prequalification will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Seventh Edition – September 2025 (Procurement Regulations), and is open to all eligible applicants as defined in the Procurement Regulations.
