NEK invites bids for rehabilitation of Vacha-1 plant and switchyard

Bulgaria’s state power producer and grid operator Natsionalna Elektricheska Kompania (NEK) invites bids by 8 May for the rehabilitation of the 14 MW Vacha-1 hydropower plant and switchyard on the river Vacha in southern Bulgaria.

Vacha-1, which is one of three derivation-type plants that form the last stage of the Dospat-Vacha Cascade, comprises four 3.5 MW units with Francis-type turbines. Units 1 and 2 were commissioned in 1933 and Unit 3 and Unit 4 in the years 1952 to 1953.

Sealed bids are sought for the design, manufacture, delivery, installation, designer supervision, adjustment, testing and commissioning of new 110-kV equipment for the plant’s switchyard, including disconnectors, measuring transformers, circuit breakers as well as integrated control system, excitation systems, turbine governors, relay protections, a new unit (generator and turbine), and electric meters. The installation of an integrated control system will allow NEK to operate the hydropower plant as a stand-alone plant. The contracted works are to be financed by grant funds provided by the Kozloduy International Decommissioning Support Fund (KIDSF), which is administered by the European Bank for Reconstruction and Development, and NEK’s own funds towards the cost of the rehabilitation of the Belmeken – Sestrimo – Chaira hydropower complex and rehabilitation of Vacha-1 hydropower plant 110 kV switchyard and other integrated control systems.

To qualify for the award of the contract, tenderers as well as their manufacturers and subcontractors must satisfy the minimum qualifying criteria set forth in the tender documents.

Tender documents will be dispatched by courier upon receipt of a copy of the payment order, which can be sent by e-mail or by fax. All tenders must be accompanied by a tender security of €100,000. A pre-tender meeting and site visit will take place on 26 March.
