NELSAP seeks Owner’s Engineer for Rusumo Falls project

The Nile Equatorial Lakes Subsidiary Action Programme (NELSAP) invites expressions of interest by 20 June from qualified consultants to act as owner's engineer to oversee the completion of the Rusumo Falls project.

The Nile Equatorial Lakes Subsidiary Action Programme (NELSAP), the implementing agency acting on behalf of the Rusumo Power Company Limited (RPCL), for the development of the 80 MW Regional Rusumo Falls Hydroelectric Project (RRFHP) on the river Kagera at the common border of Rwanda and Tanzania, invites expressions of interest by 20 June from qualified consultants to act as owner’s engineer to oversee the completion of the project.

The project, which is being developed and will be operated by RPCL, a special purpose vehicle, set up by the Governments of Burundi, Rwanda and Tanzania, is now under construction and is expected to be completed by July 2021.

Owner’s engineer services are currently being carried out by a joint venture of Canada’s AECOM and France’s Artelia, whose contract expires in October 2019. As of June 2019, the project is currently 42 per cent complete. The NELSAP Coordination Unit (NELSAP-CU) established a Project Implementation Unit, which is in charge of day-to-day implementation. The project is being implemented through a public financed, privately managed mechanism. The project is financed by the World Bank.

The services required from the consultant supervising firm include, but are not limited to: design revision; the supervision of the civil works and the design, manufacturing installation and commissioning of the hydro-mechanical and electro-mechanical equipment; and, support to the owner during the liability period as well as carrying out or supervising additional studies as required for an efficient implementation of the project and in compliance with the requirements of the contracts and to the standards and requirements of the World Bank.
