The consultant shall perform the following main tasks: (1) Acting in the capacity of the “FIDIC Engineer” (Supervision of the Works & Contract) according to “the FIDIC Yellow Book” as amended for the works contract; (2) Professional supervision according to the Laws of the Republic of Serbia and in particular the Law on Planning and Construction, and (3) Environmental and Social Implementation Support.
The consultant shall assist the employer in all aspects concerning, but not limited to, preparation activities, manufacturing, installation, review of the designs, review of the Operation and Maintenance manuals and commissioning, as well as the Defects Notification Period. The consultant should be familiar with the latest laws and regulations applicable to the construction sector in Serbia, as well as with other relevant legislation for Environmental Protection, Health and Safety, and Labor Laws, that impacts the implementation of the project and of the works contract to be supervised.
The rehabilitation works are primarily focused on the modernization and upgrade of existing infrastructure, including the replacement/refurbishment of the plant’s old Francis turbines, and upgrading of its electrical systems.
The project aims to modernise the plant, which has been operational since 1960, and increase its efficiency through better exploitation of the water flow, boosting its annual generation to 350 GWh and extending the technical lifetime of the station for at least a further 30 years. HPP Bistrica is a cascade-type derivation hydropower plant. It uses the regulated waters of the Uvac River in the upstream reservoirs of Kokin Brod and Uvac. The system of HPP Bistrica consists of the Radoinja dam with associated structures and reservoir, intake, water supply system, and powerhouse.
The rehabilitation is planned to be financed by Western Balkans Investment Framework (WBIF) and the European Investment Bank (EIB), which requires the project to comply with both national Serbian regulations and EIB’s Environmental and Social Standards (EIB-ESS).
