Panel of experts sought for Baynes project in Rwanda

The Southern African Power Pool (SAPP) seeks to recruit an Independent Panel of Experts (IPE) for the proposed Baynes hydropower plant in northwest Namibia, at the border with Angola.

Expressions of interest are sought by 22 July from individual international consultants for the posts of Dam Design and Safety Specialist (Team Leader), Hydrologist and Hydraulic Specialist, Electrical Specialist and Mechanical Specialist, according to individual tender notices published on the website of the African Development Bank (AfDB) on 11 July.

SAPP intends to recruit experienced professional individuals, who shall perform detailed technical assessments and validations of the proposals contained in the preliminary engineering design and tender documents for the Engineering, Procurement and Construction (EPC) of the Baynes project, in accordance with ICOLD and other international standards. The contracts are to be grant financed by the African Development Bank.

The Baynes hydropower project, which is proposed to be built on the Cunene River, approximately 40km downstream from the Epupa Falls, is a proposed regional power generation infrastructure project, planned for joint development by the Angola-Namibia Permanent Joint Technical Commission (PJTC). The project entails  the construction of a 200 m-high Concrete-Faced  Rock-Filled Dam with a total design capacity of 600 MW (300 MW allocated to Namibia  and  Angola, respectively).

The power station will contribute to balancing regional power markets, improve reliability and security of electricity supply for both Namibia and Angola and to the rest of the SAPP network, as a mid-merit/peaking power. Through the mid-merit/peaking power scheme, the plant will help integrate variable renewable energy in the two project participating countries.

The planned duration for the implementation of the consultancy assignments is 24 months.

The expert should be fluent in written and spoken English. Working knowledge of Portuguese will be an advantage.
