Panel of Experts required for Kakono project in Tanzania

The Tanzania Electric Supply Company Limited (TANESCO) seeks to engage an Independent Panel of Experts (IPOE) to assist with the implementation of the 87.8 MW Kakono hydropower plant and transmission line project in the northwestern region of Kagera. Expressions of interest are invited by 7 August. The Request for Expressions of Interest is open to consulting firms, individual consultants, NGOs and joint ventures between NGO(s) and consulting firm(s), according to the tender notice.

The IPOE is required to provide advisory services, perform detailed evaluation of the existing technical and E&S documentation and provide recommendations during studies and implementation. The overall purpose is to assess the technical compliance of the proposed design, construction, operation and maintenance in all aspects as identified by all stakeholders, the client, consultants, Project Affected Peoples and development partners, which are providing financing for the project. The services of the consultant shall consist of the review of all available reports related to the project and provide comprehensive opinions/recommendations of the design and engineering studies performed, including basic data, design calculations, field investigations, models (hydrologic, hydraulic and structural), technical and economic assessments of project and optimization of the components, construction method and procedures, as well as all environmental and social studies for the proposed project.

Financing for the assignment has been provided by the French development agency, the Agence Française de Développement (AFD). The project on the river Kagera, near the border with Uganda, will cost an estimated US$ 309 million, and is to be financed by the African Development Bank (AfDB), the European Union-Africa Investment Platform and the AFD. It is designed to comprise a 42 m-high, 1380 m-long concrete-faced rockfill dam and a 61 m-high, gravity roller compacted concrete dam. The dams will create a reservoir with a storage capacity of 90 x 106 m3, allowing the option of daily or weekly regulation of the river flow. The run-of-river plant, which will produce average annual output of about 524 GWh, is designed to address electricity supply deficits particularly in the Kagera, Geita and Mwanza regions in the Lake Zone. Its construction will also help to improve TANESCO’s financial sustainability through the decommissioning of its expensive diesel-based power plants in the Kagera Region.

Eligibility criteria for AFD financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr.

Interested applicants must provide documented evidence of recent and similar services to show that they are qualified and experienced to perform the services. Determination of the similarity of the experiences will be based on: (i) the contracts size; (At least 80 MW hydropower project, 220 kV transmission line and 220/132/33 kV substation); (ii) the nature of the services (The IPOE will be mandated to provide an independent assessment and review of technical (including dam safety), environmental and social issues associated with the project) and (iii) the technical area and expertise (Dam Specialist, Hydrology and Hydraulic Structure Specialist, Engineer Geologist with geotechnical expertise, Electromechanical Specialist, Environmental Specialist, and Social Specialist). The Client will also take into account certification and registration with relevant profession bodies/Authorities/ISO etc.

TANESCO will shortlist a maximum of six applicants for each area of expertise, to whom the Request for Proposals to carry out the services shall be sent.
