Prequalification bids sought for new dam monitoring and dispatch centre for the Drin river cascade in Albania

The project will be financed from the proceeds of a loan disbursed by KfW, the German Development Bank, towards the cost of the “Hydropower and Dam Safety Drin Cascade” project.

Albania’s state power utility Korporata Elektroenergjitike Shqiptare (KESH) invites prequalification applications by 8 June from contractors for the installation of a new Dam Monitoring and Dispatch Centre (DMDC) for the Drin river hydropower cascade at its headquarters in Tirana, with a backup server at the Vau i Dejes plant to control the cascade’s three plants (Fierza, Komani and Vau I Dejes).

The scope of work includes: design and engineering; purchasing and manufacturing; factory acceptance test; packing and transportation; installation; site tests and commissioning; supply of documentation and manuals; training, support and remedying defects during the defect notification period; and, maintenance after the defect notification period (optional).

The DMDC will communicate to the load dispatch centre of the Albanian Transmission System Operator (OST), the energy metering system, the operational support system and the geo-monitor. Installations at KESH’s headquarters will include: two redundant servers; power supply system including UPS; two operator stations; two laser printers; one large screen display; communication equipment including switches; GPS clock and remote maintenance; a router; one engineering notebook; and, control room furniture. The contractor will also have to undertake adaptations in the control room area at KESH HQ. Furthermore, the scope includes the supply and installation of illumination, small power and HVAC. At the three plants, adaptations to the existing control systems will be required to enable partial remote control from KESH’s HQ. The following remotely controlled functions are foreseen for each plant: Each plant will have remote operation of the joint controller and remote operation of an individual unit, while the following control modes are foreseen at KESH’s HQ for each plant: local operation from the control room at KESH HQ and remote load frequency control operation from OST. At the Vau I Dejes plant the contractor will also be required to install a redundant backup server and associated communication equipment.

Interested eligible applicants may obtain a complete set of prequalification documents in English on the submission of a written request to the email address below. The document will be sent in PDF format by email. Applications for prequalification should be submitted in sealed envelopes clearly marked as “Application to Prequalify for the Procurement of new Dam Monitoring and Dispatch Centre for Drin River Cascade” and delivered to the address above by 12.00 hrs local time, on 8 June 2020. The applicant should submit one original, two hard copies and two electronic copies (CD, USB) of the Applications for Prequalification. Prequalified applicants will be notified in writing. It is expected that the Invitation for Bids will be issued in August 2020.
