RFQ invited for Al-Mujib pumped-storage project in Jordan

The Ministry of Investment of the Hashemite Kingdom of Jordan has issued a Request for Qualification (RFQ) for the development of the Al-Mujib pumped-storage project in the southern governorate of Al-Karak. The deadline for submitting Applications for Qualification is 18 January 2027.

The 450 MW project at the existing Al-Mujib dam is to be developed under a build, own, operate and transfer (BOOT) model on a Public Private Partnership (PPP) basis. The Ministry of Investment seeks to select a private sector partner to implement the project through a transparent and competitive tender process, in accordance with the provisions of the Jordanian Public-Private Partnership Projects Law No. (19) of 2023 and Public-Private Partnership Projects Regulation No. (9) of 2024, and in line with international best practices. The private sector partner will be responsible for developing, financing, designing, constructing, owning, operating and maintaining the facility.

The project is intended to store surplus electricity, particularly daytime solar generation, and supply power to the grid during periods of high demand. With seven hours of operation at full output, it would provide 3150 MWh of energy storage capacity. After a pre-feasibility study funded by the EU identified Al-Mujib Dam as the most cost-effective and technically viable option for pumped-storage from among three sites, the Jordanian government, through the Ministries of Energy and Water, initiated a comprehensive feasibility study between 2020 and 2022 under the Water-Energy Nexus governance framework, with technical and financial support from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Germany’s international cooperation agency, which is wholly owned by the Federal Republic of Germany, represented by the Federal Ministry for Economic Cooperation and Development (BMZ). The study, which was carried out by ILF Consulting Engineers Austria and Engicon Jordan, with Austrian Institute of Technology (AIT) and Becker Büttner Held (BBH), confirmed the economic and technical feasibility of the Mujib PHES as a large-scale energy storage solution that would support grid stability.

The procurement process will be conducted in two stages. The First Stage, Request for Qualification (RFQ), will shortlist interested parties for a Second Stage, Request for Proposals (RFP), in which only shortlisted applicants will be invited to submit their technical and financial proposals.

Interested parties may obtain the RFQ documents by sending an email titled “Al-Mujib PHES RFQ Documents” to PHES.PPP@moin.gov.jo, stating the identity of the applying entity/applicant. Within the body of the email, please attach the company’s registration certificate alongside the bank wire transfer receipt of a non-refundable fee of JOD 1000 (equivalent of USD 1410)]. The fee should be wired to the account of the Ministry of Investment/Trust held at the Central Bank of Jordan; Account No.: 01-3100-1208; IBAN: JO76 CBJO 0010 0000 0000 0131 0012 08. Applications shall be submitted by 12:00 PM (Jordan local time) on 18 January 2027 in accordance with the requirements and procedures set out in the RFQ documents.  For any enquiries, please contact: PHES.PPP@moin.gov.jo.
