WAPDA invites bids for civil works for the Warsak rehabilitation project…

WAPDA invites bids by 20 May for civil works and electro-mechanical upgrading at the Warsak project in Pakistan.

The Pakistan Water and Power Development Authority (WAPDA) invites bids by 20 May for civil works at the Warsak hydropower station on the river Kabul in the northwestern province of Khyber Pakhtunkhwa.

The contract is being undertaken as part of the second rehabilitation phase of the plant and is being co-financed by the Agence Française de Développement, the German Development Bank (KfW) and the European Investment Bank, according to a tender notice published on the EU’s procurement website TED on 20 March.

This contract will include but is not limited to: construction of new GIS building, water storage tank and water/oil storage tank; construction of electrical and mechanical workspaces and store; repair of spillway ogee, cracks in inspection gallery and stair wall; repair of powerhouse consolidation and anchoring; and, rock face protection. Each bidder or partner must meet the construction cash flow requirement of US$ 300 000, and have a minimum average annual construction turnover of US$ 2 million in the past five years for a single entity, for each JV partner minimum 25 per cent of the requirement and 40 per cent for at least one JV partner. Bidders must have completed two similar contracts valued at US$ 3 million each as prime contractor, JV member, management contractor or sub-contractor during the past 10 years.

Interested eligible bidders may obtain further information from and inspect the bidding documents for Contract No. GMHD/C-01 at the office of the General Manager (Hydel) Development of WAPDA during working hours, on any working day, prior to 17 May. A complete set of bidding documents may be purchased by interested bidders on the submission of an application to the General Manager (Hydel) Development, 105 Wapda House, Lahore, and upon payment of a non-refundable fee of PKR 10 000 in the form of a bank draft/pay order or cash deposit receipt in favour of the “Manager Finance (Hydel) WAPDA” Lahore, a/c no. 1303-59 held at HBL Gardee Square Branch Lahore, Pakistan. Technical bids must be accompanied by a bid security equal to PKR 15 million or an equivalent amount in a freely convertible currency in the form of a bank guarantee on the bid security form provided in the bidding document or from a foreign bank duly counter guaranteed by any scheduled Bank of Pakistan in favour of WAPDA.

…and for rehabilitation of the E&M equipment

Technical and financial bids are invited by 20 May for the design, supply, dismantling and installation, testing and commissioning of electro-mechanical equipment and balance of plant. The contract is being co-financed by the Agence Française de Développement, the German Development Bank and the European Investment Bank, according to a tender notice published on 20 March. This contract will include but is not limited to: CFD, model test and design of hydraulic Francis turbine; rehabilitation of hydraulic Francis turbine; rehabilitation of 47 MVA vertical generator; upgrade of mechanical hydraulic governor to digital control governor; rehabilitation of existing 3 phase 48 MVA, 11/132 kV step up transformer and supply of new 3 phase 48 MVA, 11/132 kV step up transformer; gas insulated switch gear system for transmission of electric power; and, supervisory control and data acquisition (SCADA) and protection system. The rehabilitation of the Warsak plant and dam is designed to address the effects of high turbidity of the river Kabul and to restore the plant’s generation capacity, which has decreased to 193 MW from its nameplate capacity of 243 MW. Heavy siltation has reduced the live storage of the reservoir, resulting in the plant now operating as a run-of-river scheme, while sand passing through the turbines has caused erosion and damage to electro-mechanical equipment.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the General Manager (Hydel) Development, 105 Wapda House, Lahore, and upon payment of a non-refundable fee of PKR 30 000 in the form of a bank draft/pay order or cash deposit receipt in favour of the “Manager Finance (Hydel) WAPDA” Lahore, a/c no. 1303-59 held at HBL Gardee Square Branch Lahore, Pakistan. Technical bids must be accompanied by a bid security equal to PKR 350 million or an equivalent amount in a freely convertible currency in the form of a bank guarantee on the bid security form provided in the bidding document or from a foreign bank duly counter guaranteed by any scheduled Bank of Pakistan in favour of WAPDA.
