WAPDA tenders 300 MW FPV arrays at Ghazi Barotha in Pakistan

Pakistan’s Water and Power Development Authority (WAPDA) invites sealed bids by 12 March for the design, supply, installation, commissioning and testing of two 150 MW Floating Solar PV (FPV) arrays at the 1450 MW Ghazi-Barotha hydropower complex.

The project, to be constructed over two years, will entail the development of a 150 MW FPV plant on the Ghazi barrage headpond immediately downstream of the Tarbela reservoir located in the Haripur and Swabi districts of the northwestern province of Khyber Pakhtunkhwa and a 150 MW FPV plant on the Barotha forebay pond in the Attock district of the province of Punjab. The Government of the Islamic Republic of Pakistan has applied for financing from the World Bank under the proposed Floating Solar in Pakistan Project toward the cost of the project and intends to apply part of the proceeds toward payment for the contract.

Pakistan’s first FPV plants are designed to operate in hybrid mode with the hydropower complex to provide cheap and clean electricity to displace supply from expensive peaking thermal plants.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fifth Edition September 2023 (Procurement Regulations)” and is open to all eligible bidders as defined in the Procurement Regulations.  The bidding document may be purchased, by interested eligible bidders upon the submission of a written application to the below address and upon payment of a non-refundable fee of PKR 10 000, through demand draft, or banker cheque, or online transfer (PK40 UNIL 0109 0002 3881 8822 CIF#22505319) in the name of Chief Engineer/Project Director, Tarbela 5th Extension hydropower project. Bids must be delivered to WAPDA Auditorium, WAPDA House, Sharah-e-Quaid-e-Azam, Lahore, Pakistan on or before 11:00 AM, 12 March 2024. Electronic bidding will not be permitted.  All bids must be accompanied by a bid security of US$ 4.5 million, or its equivalent in another freely convertible currency calculated on the basis of the selling exchange rate of TT/OD (telegraphic Transfer/ Over Draft) issued by Treasury Management Division of National Bank of Pakistan https://www.nbp.com.pk/RateSheet/index.aspx. 28 days prior to the date of bids opening.
