The closed-loop project to be built in El Menzel, about 35 km southeast of the town of Séfrou, in the northern province of Séfrou, is designed to contribute to the country’s clean energy transition by allowing for greater integration of variable renewable energy, whilst improving grid stability and helping to meet peak electricity demand. It will be the country’s third following the commissioning in 2004 of the 465 MW Afourer station in Azilal Province and the 350 MW Abdelmoumen plant in the province of Taroudant, which was commissioned in 2024-25.
The project execution period is 48 months. Bidders must meet rigorous qualification and evaluation criteria, specifically regarding financial capacity, turnover, and experience in executing similar pumped-storage projects or hydro works of comparable complexity, in accordance with the bidding documents.
The bidding process will be conducted through International Competitive Bidding (ICB) using a single-stage procedure, as defined in the Guidelines for the Procurement of Goods, Works and Related Services financed by the IsDB (September 2018, published in April 2019 and revised in February 2023), and is open to all bidders from eligible countries as defined in the guidelines. Prospective bidders are also advised to review Clauses 1.9.1 to 1.9.4 of the guidelines regarding IsDB rules on conflicts of interest.

Bids prepared and submitted in accordance with the requirements of the tender dossier must be either delivered by hand against a receipt or sent by registered mail with acknowledgment of receipt to the Bureau d’Ordre de la Direction Approvisionnements et Marchés/Registry Office of the Procurement and Contracts Department (address indicated below) by 30 September 2026 (before 9:30 a.m., local time). Electronic submission of bids will not be permitted. Bids must be accompanied by a bid security in the amount of MAD Moroccan Dirhams 45 million or an equivalent amount in a freely convertible currency.
