The contract is to be financed by the World Bank under the Khyber Pakhtunkhwa Hydropower & Renewable Energy Development (KHRE) Programme, which aims to support the development of hydropower and renewable energy resources in Khyber Pakhtunkhwa, strengthen institutional capacity, and improve the operational, commercial, and governance frameworks of PEDO.
The consultant shall provide services including, but not limited to, the following areas:
- Institutional review and organizational restructuring;
- Human Resource Management (HRM) framework development;
- Financial management, budgeting, and investment planning;
- Tariff, commercial, and regulatory advisory;
- Procurement and contract management strengthening;
- ERP and Project Monitoring Information System (PMIS) advisory;
- Legal and regulatory framework support; and,
- Capacity building, change management, and institutional reforms.
The assignment is expected to be carried out over a period of at least one and half years at PEDO Headquarters in Peshawar, including travel to project sites and field offices, where required.
Interested firms should provide information demonstrating that they possess the required qualifications, relevant experience, and technical capability to perform the assignment including a minimum 10 years of relevant experience in public-sector institutional reforms, organizational strengthening, and power sector advisory services, and successful completion of at least three similar assignments during the last 10 years, preferably in the power and renewable energy sectors, as well as demonstrated experience in providing advisory, institutional strengthening, and implementation support services in areas including institutional reforms, financial management, procurement and contract management, ERP systems, legal/regulatory frameworks, and tariff/commercial matters and prior experience in assignments funded by the World Bank or other international development partners. Experience in developing countries and strong knowledge of the Pakistan’s power sector regulatory environment shall be considered an advantage.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint-venture and/or a sub-consultancy.
A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (latest edition).
