The SPIN Project is designed to strengthen dam safety and improve the management of water resources for hydropower and irrigation in selected areas of Nigeria. The Federal Government of Nigeria through the development of a Hydropower Master Plan (HMP) seeks to increase collaboration between the FMWR&S and the FMP to attract private investment and partnerships in the hydropower sector. This requires an assessment of the existing legal, regulatory, institutional, and procedural frameworks governing private sector participation in the development and operation of brownfield and greenfield hydropower projects, to support efficient, transparent, and bankable implementation of the HMP.
The contracting parties seek to engage a qualified and competent consulting firm to assess the applicability and effectiveness of Nigeria’s existing PPP legal, regulatory, and institutional frameworks as they apply to hydropower project development, and to provide recommendations for their enhancement, subject to the approval of the Infrastructure Concession Regulatory Commission (ICRC). The assignment will further support institutional capacity building for stakeholders to strengthen readiness for effective implementation of the HMP. Interested firms must provide sufficient information demonstrating that they meet the required qualifications and relevant experience to perform the services. The assignment is expected to be executed in six months from the date of contract signing.

Consultants will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, 7th Edition (September 2025) (“Procurement Regulations”), and open to all eligible firms as defined therein.
Consultants may associate with other firms in the form of a Consortium/Joint Venture to enhance their qualifications and should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected. Evidence of such association must be provided in the Expression of Interest.
