The scope of works includes the comprehensive rehabilitation and strengthening of Kapichira dam by reconstruction of the damaged earthfill embankment dam, construction of emergency spillway with automatic top gates, construction of a permanent irrigation intake, construction of right dam abutment, main spillway rehabilitation, rehabilitation of the training dyke and installation of modern dam instrumentation for dam safety monitoring. The construction period is expected to take 44 months.
Flash floods during the tropical storm Ana in 2022 caused extensive damage to Kapichira’s dam and fuseplug resulting in the necessity to draw down the reservoir and putting the most downstream plant on the Shire River cascade out of operation. Backed by an emergency US$60 million loan from the World Bank, EGENCO constructed a temporary cofferdam to safely return the generation units back online, pending full reconstruction works.
The Kapichira peaking run-of-river station, the country’s main source of electricity generation, with an installed capacity of 129 MW, represents almost a third of Malawi’s total installed capacity, and typically a third of its domestic generation. It is the most downstream and most recent of a cascade of three plants on the Shire River with a combined capacity of 346 MW that together account for 88 per cent of Malawi’s electricity production.
Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing” September 11, 2025, and is open to all eligible bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.

All Bids must be accompanied by a: (i) Bid-Securing Declaration, and (ii) Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. A non-mandatory, pre-bid meeting is scheduled to be held at 10:00 am CAT on 10 September at the site of the Kapichira hydropower station in Chikwawa.
