The contracted works are to be co-financed by the European Bank for Reconstruction and Development (EBRD) and the Government of the Italian Republic under the Hydro Power Plants Emergency Restoration Project. The Dnipro-1 station, equipped with nine units totalling 651 MW, was the first plant of the Dnipro river cascade upon its commissioning between 1927 and 1932. It was completely rebuilt after damage incurred in World War II and re-commissioned by 1949–1951.
The scope of services comprises design services entailing the development of technical documentation; model tests including scaled model testing at the supplier’s laboratory, supervision of the installation and commissioning procedure for the turbines and generators as well as training of personnel.
The procurement is divided in two lots: Lot 1: Units Nos. 4 and 5, and Lot 2: Units Nos. 6 and 7. Each lot shall include the supply of two vertical radial-axial (Francis) turbines and two sets of vertical synchronous generators as well as mandatory spare parts and equipment for an operation period of at least 10 years, starting from the date of commissioning, and special specified tools. Turbine rated power is expected to be increased from 73.6 MW to over 75 MW and maximum efficiency to more than 94.2 per cent.
The two contracts (Lot 1 and Lot 2) shall be implemented in parallel. At the same time, work within each individual lot (delivery and commissioning of two hydro units) shall be carried out sequentially in accordance with the approved schedule, while work on Lot 1 and Lot 2 shall be carried out in parallel.
In particular, simultaneous outage of multiple hydro units may not be permitted. Therefore, delivery and installation at the site must be carried out sequentially, while allowing parallel manufacturing.
The rehabilitation of the hydro-units is designed to increase single and total capacity of the four hydraulic units, increase the service life, operational reliability, availability factor and efficiency of the hydraulic units in turn reducing reduce the cost of repair and maintenance of hydro units, whilst expand the turbine’s power range and turbine operating range in terms of heads (due to an increase of maximum head due to the destruction of the Kakhovka HPP dam); and ensure cavitation conditions of turbines, an improvement of environmental safety and replacement of outdated instrumentation.
Contracts will be subject to the EBRD’s Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. The documentation will include detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; and all other relevant information.
