Prequalification bids are invited from qualified consultants by 4 August, according to a tender notice published on the website of Germany Trade and Invest (GTAI).
The project aims to boost renewable electricity generation for the CEB by hybridizing the Nangbéto hydropower plant with a solar photovoltaic plant of at least 40 MWp, incorporating an energy storage solution. Funded by German state financial cooperation through the KfW Development Bank, the project will contribute to improving grid stability, operational flexibility, and regional energy security in Togo and Benin. It also includes measures for infrastructure rehabilitation, capacity building, and environmental and social management. The services with an anticipated duration of 48 months include technical studies, the preparation of tender documents, assistance with the procurement process, works supervision, support for optimizing existing hydroelectric facilities, rehabilitation of associated infrastructure, as well as providing support to the CEB regarding project management, environmental, social, health and safety (ESHS) compliance, capacity building, and monitoring of EPC contracts.
The 65.6 MW Nangbéto hydropower dam on the Mono river in the Plateaux Region in southern Togo was fully commissioned in 1988. Its 52 m-high, 443 m-long embankment dam, which impounds a reservoir with maximum storage of approximately 1.71 × 106 m3, was constructed between 1984 and 1987 for the purpose of providing hydropower to both Togo and Benin, supplying water for irrigation and flood mitigation. It also included a fish development scheme. The project was financed by the World Bank and African Development Bank at a cost of US$ 98.22 million.

The contract will be awarded to an independent consultant or a consortium demonstrating adequate experience in the implementation of similar projects with an annual turnover exceeding 2.5 million Euros or its equivalent.
