The assignment is to be financed by the World Bank’s International Association for Development (IDA) within the framework of PASEA, which is the first project to support the implementation of the Government’s National Water Security Strategy 2030. The PASEA project is designed to strengthen the management of water resources and increase access to safely managed water and sanitation services across the country.
The objective of this assignment is to develop a national consensual framework for the integrated, sustainable and secure management of dams in Côte d’Ivoire. The scope of the assignment includes:
- Update the list of dams for different uses, monitor the execution and control planned rehabilitation work;
- Define the classification of dams;
- Ensure site visits and consultation/surveys of stakeholders at the dam sites;
- Establish the state of play and the participatory diagnosis of the management of dams;
- Assess existing institutional and regulatory arrangements for management and maintenance of dams;
- Formulate a draft National Dam Management Framework; and,
- Develop an operational implementation plan, including a budgeted programme for the implementation of the Action Plan.
The study is to be completed within 210 days or seven months from the date of contract notification.
Interested firms must provide a file with a letter of expression of interest and relevant information indicating that they are qualified to perform the requested services (brochures, references regarding the proper execution of similar contracts, experience under similar conditions, years of realization, costs, clients). The consultant will be a firm that will have to justify at least 20 years of experience in the field of civil engineering, water resource management and dams or maintenance of water infrastructure. It must have carried out in the last 10 years, at least two missions with certificates of completion of the execution of projects in the development of regulatory frameworks, national policies or strategies related to the management of water infrastructure, including one specific to multipurpose dams.
The attention of the consultants concerned is drawn to Section III, paragraphs 3.15, 3.16 and 3.17 of the World Bank’s “Processing of Contracts for IPF Borrowers”, version of 1 September 2025, on the World Bank’s conflict of interest rules (applicable). The consultant/firm will be recruited on the basis of the Quality and Cost-Based Selection (QCS) procedures as defined in the “Proceedings of Contracts for Borrowers Soliciting Investment Project Financing (IPF)”, version of September 1, 2025”.
Consultants can partner with other firms to improve their qualifications, but they must clearly indicate whether the association is in the form of a grouping and/or subcontracting. In the case of a group, all members of the group of companies will be jointly and severally responsible for the entire contract.
