The greenfield project has been approved for development by 2030 by the Government of Liberia as part of a least-cost generation expansion plan with an installed capacity of 150 MW to 250 MW. SP2 HPP will be the second hydropower facility on the St Paul River, located about 60 km upstream from the existing Mount Coffee station. SP2 HPP is proposed as part of an initial two-phase cascade system, and planned to be operated in run-of-river mode as far as possible under regional climatic conditions (water availability during the dry season will inevitably lead to a form of peaking operation).
The objective is to obtain EPA approval and World Bank “No Objection” to enable timely commencement of Phase 1 works. The scope is divided into two packages: (i) Resettlement aspects, and (ii) general ESIA/ESMP development. Key tasks include: (1) Describe early construction works and alternatives considered: (2) Review baseline studies and conduct consultations, including measures for vulnerable groups; (3) Identify environmental and social risks and impacts (excluding resettlement), and (4) Propose mitigation measures and prepare ESIA, ESMP, and contractor ESHS requirements in line with Liberia EPA and World Bank ESF standards. The consultant will report to the RESPITE PIU E&S Early Works Deputy Manager, with deliverables submitted to the Project Implementation Unit (PIU) and copied to the E&S Deputy Manager, E&S Manager Project Director. The duration of the assignment is six months.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025), setting forth its policy on conflict of interest. A main consultant/sub consultant arrangement or a joint venture between a local or regional firm and an international E&S consulting firm is encouraged for improved capacity to meet ESF requirements. In addition, for international consultants it is a requirement by the EPA to partner with a local EPA certified consultancy firm. A consulting firm will be selected in line with the Consultant Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
