Financing for the tendered consulting services has been provided by the World Bank within the framework of the Kyrgyz Renewable Energy Development Project (KRED).
The two projects are to be undertaken by Chakan HPP, a small hydropower operator and developer that is a fully-owned subsidiary of OJSC National Energy Holding Company (NEHC), the Kyrgyz Republic’s state-owned energy holding company. Chakan GES operates nine small hydropower plants with a total installed capacity of 38.5 MW in and around the city of Bishkek, located on the river Alamedin, including the 8.7 MW Bystrovskaya plant near Kemin. The Lower Tar project, which is to be located to the east of Osh city in Osh district, Jalalabat region, will harness the hydropower potential of the Tar River, a left-bank tributary of the Kara Darya River. The project is currently designed with an installed capacity of 19 MW, based on a pre-feasibility study carried out in 2023 on behalf of the World Bank by Norconsult.
The overall objective of the assignment is to support the Ministry of Energy’s Project Management Office (PMO) and Chakan HPP OJSC to carry out technical supervision and monitoring of E&S safeguards implementation and compliance during construction/rehabilitation, testing and commissioning, and capacity development related to the construction of the Lower Tar project and rehabilitation of the Bystrovskaya hydropower plant. The consultant assigned to support the PMO established at the MoE and Chakan with this function will be required to become familiar with the technical documents related to the project and other key World Bank’s Frameworks, ESS and applicable guidelines, including but not limited to World Bank Environmental and Social Framework and Standards, Environmental and social instruments prepared for the project component, World Bank Procurement regulations and standard procurement documents (SPDs), World Bank Disbursement Handbook for Public Sector Clients and other relevant World Bank policies, strategies or procedures relevant to the project.
The consultancy services are expected to commence in December 2026. The construction period will be 36 months and may be extended if necessary. The Defect Liability Period will be three years.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services including:
- At least 10 years of experience in its core business related to consulting engineering services for hydropower projects or similar assignments; and,
- Successfully completed at least two assignments of a similar nature and complexity within the last 10 years.
Similar assignments include construction supervision of hydropower plants with a total installed capacity of at least 20 MW, including contract management, supervision of construction works, and monitoring of compliance with environmental and social (E&S) safeguards. Experience in project management and supervision of hydropower plant construction in the Central Asia region, as well as experience in assignments financed by the World Bank, will be considered an added advantage.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.
A consultant will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
