Detailed design sought for rehabilitation of Sanaga river dams in Cameroon

Cameroon’s state power project developer Electricity Development Corporation (EDC) invites expressions of interest by 23 April from eligible consultants to carry out a detailed preliminary design study for the rehabilitation of the Mbakaou, Bamendjin and Mapé dams on the river Sanaga. The consultancy services are to be financed by the World Bank through the International Development Association and France’s Agence Française de Développement, within the framework of the Technical Assistance Project for the Development of Hydropower on the Sanaga River (PATDHS).

The main aim of the tendered contract is to provide for a detailed preliminary design for the rehabilitation/renovation of the civil works and monitoring and measuring equipment of the storage dams of Mbakaou, Bamendjin and Mapé. The scope of the contract includes (i) a critical review of the published reports from a recent evaluation of the safety of the three dams; (ii) A study and complementary in-depth investigations of the civil engineering structures and monitoring and measuring equipment of the storage dams; (iii) An evaluation of the structural and operational status of the storage dams; (iv) Preparation of a detailed preliminary design study, as well as guidelines, quantitative estimates and technical tender documents accompanied by proposals for criteria for the selection of contractors for the rehabilitation of the structures and equipment of the dams; (v) An environmental and social impact assessment of the rehabilitation works; (vi) Preparation of an investment programme for the works; (vii) Preparation of detailed costing of the rehabilitation works, and (viii) Design and establishment of a capacity building programme for EDC’s personnel.

Interested consultants should provide information demonstrating the requisite qualifications and experience to undertake the tendered services. Qualifying criteria to be shortlisted include general experience of studying and supervising the construction of hydropower infrastructure, experience of working as a consultant on World Bank-financed projects, most notably in terms of dam safety and environmental and social assessments, and in-depth experience in carrying out detailed technical studies for the construction and rehabilitation of large dams, as defined by ICOLD as dams with a height of 15 m or greater from lowest foundation to crest, and those with a height of between 5m and 15 m and which impound reservoirs with a storage capacity in excess of 3 x 106 m3.
