India’s NHPC tenders main dam works for 1856 MW Sawalkot project

India's state power producer NHPC has launched a tender for a qualified contractor for the construction of the main dam of the 1856 MW Sawalkot hydropower project in the Union Territory of Jammu & Kashmir, as well as cofferdams, access tunnels and roads, and associated hydromechanical works. Online electronic bids are invited from eligible bidders for the contracted works by 20 March on a Domestic Competitive Bidding basis in a Single-Stage, Two-Part bidding procedure with e-Reverse Auction.

The contractor’s scope of works under the Lot–1 package shall include an RCC dam, upstream and downstream cofferdams, diversion tunnels including inlet and outlet structures and plugs, plunge pool; diversion tunnels and adits; right-bank, left-bank and bypass construction access tunnels, hydro-mechanical works associated with the dam, access roads, culverts and associated works.

The contracted works for the Lot-1 package, with an estimated value of INR 51.29 billion (US$ 566.3 million), are expected to be completed within 108 months (nine years) from award of contract.

The run-of-river project in the Ramban and Udhampur Districts of UT Jammu & Kashmir envisages harnessing the hydropower potential of the river Chenab between the upstream Baglihar project and the downstream Salal project. It will comprise a RCC gravity dam with a height of 177.5 m from the deepest foundation level, to impound a reservoir with gross storage of 530 x 106 m3 at Full Reservoir Level and 506.16 x 106 m3 at Minimum Drawdown Level with live storage of 23.84 x 106 m3; a river diversion scheme for diversion of about 4700 m3 consisting of three 12.2 m-diameter, horseshoe-shaped, concrete-lined diversion tunnels, three power intakes, three 200 m-long concrete lined headrace tunnels, eight circular steel lined pressure shafts of 6 m diameter, an underground powerhouse with eight 225 MW vertical Francis turbine units, one 56 MW Francis unit (for environmental flow), along with an underground transformer cavern and surge cavern, and four concrete-lined tailrace tunnels.

The INR 227.05 billion (US$ 2.51 billion) project is designed to generate around 7995 GWh in a 90 per cent dependable year under a rated net head of 155.7 m. The general programme for execution of the project envisages a construction schedule of 120 months from the date of award of works. For successful implementation of this project, the entire work is envisaged to be executed in five packages.

A pre-bid conference will be held on 20 February at the Jyoti Sadan NHPC Office Complex, at the address below. Non-attendance at the pre-bid meeting will not be a cause for disqualification of a bidder. The bidders may also attend the pre-bid meeting through video conferencing.

Bids shall be submitted online through the CPP website only.

Online bid submission opens on 12 March and the last date of submission of online techno-commercial bids and price bids is 20 March. The date and time for the e-Reverse Auction shall be disclosed separately. Bidders are required to register on the CPP Portal.
