Detailed design services sought for Ilto dam in Georgia

The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) invites expressions of interest by 6 March 2026 from eligible consulting firms to prepare the detailed design and tender documents for the Ilto dam on the river Ilto, a tributary of the Alazani, in the eastern region of Kakheti.

The consulting services are to be financed by the World Bank under the Georgia Resilient Agriculture, Irrigation and Land (GRAIL) project, which aims to improve irrigation, drainage services and agricultural production in project areas, and strengthen national irrigation and land management institutional capacity for climate resilient planning.

The purpose of the Ilto dam and reservoir is to store water during the snow-melting season and to discharge water into the river mainly for irrigation purposes downstream of the dam. A detailed design prepared in 1974-1984 by the design institute Saktskalproekti envisaged the construction of a 118 m-high dam, creating a reservoir of 80 x 106 m3 of live storage. The construction started in 1986 and halted in 1990s because of political and economic upheavals. The proposed project will be implemented at the location of the existing, partially constructed structure, which will be incorporated into or replaced by the new dam design, as appropriate, based on updated technical, safety, and regulatory requirements, according to the detailed Terms of Reference (TOR).

The main objective of this assignment is to:

(a) Prepare detailed design and tender documents for the construction of Ilto dam and appurtenant structures and associated facilities, excluding the irrigation schemes of Zemo and Kvemo Alazani; and,

(b) Develop a comprehensive Dam Safety Management Plan (DSMP) for Ilto dam, in compliance with national laws and dam safety regulations, the World Bank Environmental and Social Framework (ESF), World Bank Good Practice Note (GPN) on Dam Safety, Good International Industry Practice (GIIP), and relevant Environmental, Health and Safety Guidelines (EHSGs) of the World Bank Group.

The consultant shall be responsible for ensuring the highest quality of the detailed design and tender documents and must include all necessary investigations, such as topographic surveys and geological investigations. The TOR for the assignment can be accessed by clicking here:

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Expression of interest should cover, but not limited to: corporate profile, years in business, experience relevant to the project activities, overall key staff resources, and core business. Experts will not be evaluated at the shortlisting stage.

The shortlisting criteria are general experience in water/hydraulic structures and similar experience in assignments (Detailed design of large dams and hydropower stations) completed since January 2010.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.

A Consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) method set out in the Procurement Regulations: Approved Selection Methods: Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers – July 2016, revised September 2025.
