The cost of the contract will be covered by joint financing of the World Bank, the Asian Development Bank (ADB), and the Asian Infrastructure Investment Bank (AIIB). The objective of the assignment is to provide the participating financiers with independent, high-level technical, environmental, social, occupational health and safety, cost, schedule, and operational assurance throughout construction, commissioning, and the initial operations-monitoring phase of the project. The consultant will act independently of the employer, PMG, the Project Management Consultant (PMC), the HSE Supervisor, the Panels of Experts, contractors, and other project participants, and will report directly to the participating financiers.

Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including at least ten years of experience providing lenders’ technical advisory, independent engineer, owner’s engineer, project-management, construction-supervision, technical due-diligence, or monitoring services for large and complex infrastructure projects, and to have completed within the last 10 years at least two assignments as lenders’ technical advisor, independent engineer, or equivalent independent technical-monitoring advisor for projects financed by the World Bank, AIIB, ADB, EIB, EBRD, IsDB, or another multilateral or bilateral development financier, of which at least one relating to a large hydropower plant or dam.
Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
