Tunisia seeks bids to rehabilitate Bou Heurtma dam

Bids are invited by 7 August for the rehabilitation of the Bou Hertman dam in northern Tunisia.

Tunisia’s Ministry of Agriculture, Water Resources and Fisheries invites sealed bids by 7 August from qualified contractors for the rehabilitation of the Bou Heurtma dam, which is located at the confluence of the rivers El Lil and Ghezala, near the town of Bou Salem in northern Tunisia.

The tender has been split into two sub-lots comprising civil works for the heightening of the spillway and the rehabilitation of the dam and auxiliary works (Lot 1) and the supply and installation of hydro-mechanical and electrical equipment (Lot 2). The works are being co-financed by the German development bank KfW under a bilateral governmental agreement.

Rehabilitation works will specifically entail the heightening of the spillway to raise the full storage level (FSL) of the reservoir by 3.5 m, as well as the installation of six 3 m x 11.4 m flap gates, the replacement of the hydromechanical and electrical equipment and additional construction and rehabilitation works. The aim of the project is to increase the storage volume to a total of 145 x 106 m3 and ensure safe operation for the next 30 years.
The Bou Heurtma dam, which was commissioned in 1976, is a 44 m-high clay core earthfill structure, with a crest length of 530 m and a storage volume of 117 x 106 m3 at FSL. Flood control is achieved by an uncontrolled overfall weir into a trough and adjacent spillway (capacity 2500 m3/s) with ski-jump energy dissipation. The outlet works consist of an inlet channel, a radial gate and a 4 m-wide, 5.7 m-high downstream canal, with a capacity of 160 m3/s.

Qualified contractors with experience of similar projects can purchase bidding documents from:

The envelope containing the bid should be marked: ‘A ne pas ouvrir” A.O.I. N°: 10 /2018 – A -’ and delivered no later than 10.00 hrs local time on 7 August. Bids should contain a provisional bid security equal to Tunisian Dinar 600 000, which should remain valid for a period of 120 days with effect from 8 August. Bids will be opened at the offices of the Commission Permanente d’Ouverture des Plis at 10.30 hrs on the same day.
