Ethiopia’s EEP invites bids to develop 550 MW Didessa

Bids are invited by 12 June to finance, develop, own and operate a 550 MW hydro plant in western Ethiopia.

Ethiopia Electric Power (EEP) invites bids by 12 June from experienced private developers or developer consortia to finance, develop, own and operate the 550 MW Didessa hydropower plant in the regional state of Oromia in western Ethiopia.

The project, which will be located on the river Didessa, a tributary of the Abay, is to be developed on a build, operate and transfer (BOT) basis, with the entire capacity and the plant’s estimated gross annual output of 5580 GWh to be sold to EEP, the state-owned power utility, under a long-term power purchase agreement (PPA).

The scope of works will entail the carrying out of additional site investigations as required, followed by the design, construction, and supply, installation, testing and commissioning of electro- and hydro-mechanical equipment of the plant. The winning developer will own and operate the facility for the period of the concession before transferring ownership to EEP.

Bidders will be required to demonstrate their experience as well as their capacity to finance, develop and operate large-scale hydropower projects on a BOT basis. Bids will be evaluated on the basis of development cost and offtake price demands, in accordance with bid evaluation procedures and criteria specified in the bidding documents. The proposed projects are described in detail in the tender documentation with respective reconnaissance and feasibility studies as well as the PPA and implementation agreement to be made available to allow for bid preparation.

A complete set of bidding documents is available on payment receipt of a non-refundable fee of Ethiopian Birr 5000 (US$ 181), or its equivalent in any freely convertible currency, by cash or cashier’s cheque, to the procurement office of Ethiopian Electric Power, at its head office at the address below, or through bank transfer to EEP Main A/C No. 1000068726372, Commercial Bank of Ethiopia (CBE), Arada Giorgis Branch, Swift Code CBETETAA; EEP BUMBUNA HPP A/C No. 01 01181300051 , National Bank of Ethiopia (NBE), Swift Code NBETETAA, for ETB and USD payments, respectively. All bids must be accompanied by a bid security equal to US$ 3 million. Bids must be delivered to the address by 14.00 hrs on 12 June 2018. Electronic bidding is not permitted.
