TNGECL, the state agency for identification and promotion of pumped-storage projects in the state of Tamil Nadu, will select a developer through an open competitive bidding process under the Ministry of Power’s Tariff Based Competitive Bidding Guidelines (Section 63).
The project is to be developed as a public private partnership (PPP) on a build, own, operate and transfer (BOOT) basis on land, which will be provided by TNGECL on a license to use basis, along with any additional private land, which may be acquired by the developer in accordance with the terms of the pumped storage purchase agreement (PSPA) to be entered into between the developer, the Tamil Nadu Power Distribution Corporation Limited (TNPDCL) as procurer, and TNGECL.
The developer shall be responsible for designing, engineering, financing, procurement, construction, operation and maintenance of the project in accordance with the provisions of the PSPA. The overall scope of work shall include preparing the detailed project report (DPR); obtaining all necessary statutory clearances and permits as required for setting up and operating the project, including but not limited to grid connectivity, power evacuation and interconnection approvals, wildlife clearance and environmental clearance; preparing the environment and social impact assessment along with environmental and social management plans (ESMPs), stakeholder engagement plan (SEP), livelihood restoration plans (LRPs) for all livelihood related impacts based on project’s livelihood restoration framework (LRF); and biodiversity management plan (BMP); as well as ensuring compliance with all environmental and social obligations in accordance with the ISA, and achieving all performance parameters as set out in the PSPA.
The storage capacity from the project will be utilized by TNPDCL as per its requirements and the input power will be supplied by TNPDCL in accordance with the terms set out in the PSPA. TNGECL, as project implementing agency, will be responsible for, amongst other things, granting a license for the TNGECL Land to the developer in accordance with the terms of the implementation support agreement (ISA) to be entered into between the developer and TNGECL, facilitating the procurement of applicable permits, arranging the water allocation for the project, appointing the independent engineer and coordinating with the Tamil Nadu Transmission Corporation for timely commissioning of the evacuation substation.
Bids are invited on the basis of the lowest bid price. The bid price shall constitute the sole criteria for bid evaluation. TNGECL has adopted a single stage, two envelope process to select a winning bidder. Eligibility and qualification of bidders will be first examined based on the details submitted under the first envelope (Technical Bid). Only financial bids from eligible bidders shall be opened.
