Replacement runners sought for Rogun

The Project Management Group for the Rogun hydropower project under the President of the Republic of Tajikistan (PMG) invites sealed bids by 30 December from eligible contractors for the replacement of the temporary runners of Units 5 and 6 with permanent runners, and related services.

The contracted works (Lot 1A), which comprise the disassembly and replacement of runners and reinstallation of generators, and associated restoration works, are to be financed by the World Bank and the Asian Infrastructure Investment Bank under the Sustainable Financing for Rogun hydropower project.

The 3780 MW Rogun storage scheme on the river Vakhsh will comprise a rockfill dam with a clay core, which at 335 m-high will be the world’s highest dam, as well as an underground powerhouse with six 630 MW units. The main civil works are being carried out by WeBuild. Voith is the electromechanical equipment supplier.

The project is being developed in two phases. Phase 1 includes achieving by 2029 a dam height of el. 1185 and an installed capacity of 1660 MW, with the dam height and installed capacity to be raised to el. 1300 and 3780 MW, respectively, in the second phase by 2035. Two units totalling 780 MW were brought online early as a temporary measure to allow Tajikistan to reduce power shortages during winter, and raise revenue from the export of part of its output to help fund the project. The first unit came online in November 2018 and the second in September 2019.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2023 (“Procurement Regulations”) and is open to all eligible bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors) 30 per cent while the bid price will account for 70 per cent.

Bids must be delivered to the address below on or before 30 December 2025. Electronic bidding will not be permitted. All Bids must be accompanied by a bid security of US$ 400 000.
